Presentation of RR and SPR at the European Rights Retention Community of Practice Meeting

On November 26, 2025, the 7th meeting of the European Rights Retention Community of Practice (CoP) took place, at which Dr. Maja Bogataj Jančič also participated with a contributing presentation on the legal basis for the rights retention and secondary publishing right in Slovenian legislation.

The European Rights Retention CoP, founded in December 2024 by SPARC Europe under the KR21 programme, brings together experiences from across Europe to inspire and strengthen our community. At this 7th meeting, speakers from two countries — Slovenia and Sweden — shared their experiences and perspectives on rights retention and secondary publishing right.

Dr Maja Bogataj Jančič opened the presentation with the strategic and legislative framework of open science in Slovenia. Then she continued with the explanation of the rights retention (RR) obligation/duty and the secondary publishing right (SPR), which are included in the Scientific Research and Innovation Activity Act. The fact that this is regulated in the act is a great advantage for Slovenia, that it is a top-down approach. Both mechanisms represent an important step towards greater accessibility of scientific publications.

She concluded the presentation with thoughts on whether is this enough and what else needs to be done to ensure that all stakeholders are aware of their rights and obligations so that good legal provisions do not remain mere words on paper.
